Even though your child is three years old, she is still having temper tantrums. Although this is really embarrassing at times, you should be prepared to have these tantrums until she is four years and older, as sometimes happens. If your child has a tantrum while you are out, there are a few things that you can do to ease the situation.
First of all, do not try to reason with her - it will not work. Also, raising your voice will only escalate the problem as well. It is best for you to stay as calm as possible and ignore her if you can. If you are in a public place, then sit with her in your car, or some private place.
The thing is, you might have given in to her tantrums before, such as when she screamed blue murder because she could not have a candy at the checkout - you gave in to prevent the tantrum, and the result is that she learned that screaming would probably get her what she wants. Or, if you told her at some time to clear up her mess, she started screaming, and to prevent confrontation, you gave in.
As they say, prevention is better than cure, so if your child handles a frustrating situation in a mature way, then praise her, and reward her for not putting up a fuss.
