Looks like they don't serve horse at this fast food outlet - who knew?

I read a story earlier about a horse being refused at a fast food outlet in the UK. Yes indeedie, you read right, here's what happened:
 
1. A woman rode her horse into the drive-through, but was refused.
2. On account of being refused at the drive-through, the woman then rode the horse inside, with a view to being served at the counter
3. The fast food outlet have confirmed that they are unable to serve customers on horseback (who knew?)
4. In case you weren't clear on who and what they serve, the fast food outlet continued with "The health and safety of our customers and staff is our top priority, and for this reason we are unable to serve pedestrians, bicycle riders or customers on horseback through the drive-thru."
5. Apparently the police were called and the woman was ".. issued with a fixed penalty notice for causing alarm and distress to other customers and staff."
 
So, aside from wondering what level of insanity took hold when the woman thought going to a drive-through on horseback was the best idea, what I'd like to know is, if and where it actually appears in the rule book of said same fast food chain, that serving those on horse back is out of the question. Hmmm.
